And if that doesn't happen, he'll just blame the Republicans as usual.

No reason the Rs should or would go along with it unless he develops an entirely new attitude. And, of course, gives them something in return.

But I think you got Part 2 exactly right -- he's going to try to blame them.

As I see it, they've got nothing to lose in putting him through the ringer. He sure as hell isn't popular by presidential standards. And my guess is the economy is just going to get worse as the Fed keeps printing and he keeps borrowing and running the biggest organization in the world without a budget.
