Now you're talking about the prison system of the United States.

There are already a lot of cheap labor programs running in the US. Being provided labor by those on the inside of those prisons.

Slave labor is already here.

States have contracts with prison corporations to maintain at least 90% occupancy. A guaranteed slave labor force. The state has signed a contract to find enough guilty persons to provide this cheap labor.
