That is a great example of lying with statistics.

First it ignores payroll taxes for medicare and social security. When those are included 82% of Americans pay tax, and the ones that don't are senior citizens.

The second point is that if tax rates have gone down for the wealthy, which they have, the only way the wealthy could be paying more of the tax burden than they used to is if they are making proportionately more income than they were, which they are. In other words their standard of living is higher than ever, they should be paying a higher share of the tax burden because they are benefitting more from the society that is supported by the taxes.
