Not in VA, FL, OH (In fact last I checked they still where not sure about FL). If Romney won those three and any other additional state he didn't wind up winning. Obama didn't hit 52% in any of those states, or in CO. And he only got 52% in NH, Iowa, NV, PA, and only 53% in WI, MN, and NM. Some of those second group of states (the ones in the last sentence plus CO) would have been long-shots, but only one was required, above 53% I'd say it was reasonably settled, but there where a lot of states below that.

Getting 48% with a moderately weak presidential candidate, and holding a majority in the house shows the falsity of that claim.
