When government hires someone, it takes away private sector jobs. Whether a worker is government employed or private sector employed, they will spend the money they earn. But the best hiring a government sector worker can conceivably do is to compensate for the private sector workers he replaces. That's the BEST he can do. More typically, because of government inefficiency, some number (greater than 1) private workers lose jobs for each government worker that is hired. It is true that both will spend the money they earn; but private sector workers' expenditures will generate more economic activity than will public sector workers, since people spend their own money more wisely than government spends it for them.
