Alabama is far from alone in making a last-minute decision.

According to the Associated Press, 17 states and the District of Columbia are on track to setting up their own exchanges, while nine have decided not to do so.

Georgia Gov. Nathan Deal told the Associated Press that Georgia stopped planning an exchange once federal agencies wrote regulations that he says restricts the states ability to design its own program.

Deal told The Associated Press on Wednesday that he wouldn't disclose his decision until notifying federal authorities, but said the planning stoppage is "probably a pretty good indication of where we are headed."

Alabama faces a similar decision on whether to expand Medicaid under the Affordable Care Act. However, the deadline to make that decision is not immediate.

The suggested expansion would open Medicaid to adults younger than 65 with an income of less than 133 percent of the federal poverty level, which would be $14,404 for individuals and $29,326 for a family of four.
