Solution is ez.

Remove the bureaucratic mess and replace it with doctor patient relationship.

Seems that you cannot understand that costs increase exponentially for every gov layer placed in between that relationship.

Mandating the purchase of anything is only a guarantee of increasing its cost to those that are making the purchase.
