Government tax and transfers are a zero sum game (actually a slightly negative sum do to the enforcement and complaint costs, and negative incentive effects on both those who the government takes from and those it gives to), but I don't think that was what you meant.

What zero sum game are you talking about?

Also who is disenfranchised?
