The zero sum gain is in the dividing the pie into quintiles. 100% of the tax paid will have had to have been paid, so what is not paid by one quintile will necessarily have to be paid by the others. Since the lowest quintile has been disenfranchised to the point of being below taxable income, it is no surprise that the other quintiles paying more. (than might appear to be their fair share)

I'm sure that this type of analysis was chosen because it creates this appearance.
