That is not all the same thing...even though you have a mandatory auto insurance law a fair # of drivers still wont carry auto insurance....when the uninsured folks have an accident they just dont get paid..

With the mandatory health care folks who don't carry health insurance will still get treatment even though they don't pay into the system....they will be asessed a penalty but they wont pay that either..
