It isn't an official number; it was a news release that some analyst somewhere had suggested that Q3 may end up at 3.2
I'd sure like to see the link to the article.

Speaking of which, I once read an article claiming that the release of Apple's iPhone 5 would drive up the Q4 GDP by 0.33 annualized percentage points:

The only problem is that the math used to get to that figure is wrong; it should have been 0.0825 annualized percentage points. Several people in the Comments section point this out, but it's amazing how many people on the Internet missed it.

And this is an analyst from JPMorgan who made the math error.
