It appears top be so. What will the beneficiaries of government largesse do when all of the rich move away and there is nobody left but the takers?

I "officially" moved from California in 2003. Income can easily be moved from Corporation to Corporation so that the profit/money comes out in the taxing jurisdiction you chose.

Still spend a lot of my time living in the San Diego area, and pay Sales Tax on items when I make purchases there. So I will be taxed equally with the masses. But, the top 1% will simply find ways around punitive taxing schemes.
