What your report fails to cover is what were the number of votes for Romney and Obama in these counties? Maybe Romney got more votes in most of them , maybe Obama did. Until the voting numbers are noted the report seems to have little meaning one way or the other, except that overregistration may be a serious problem. You know that Obama won big in the Colorado urban areas and lost many rural counties, probably many of the ones the report notes. In that case one would assume that Romney might have been helped more than Obama.
Also the report was done some time before 9/4, more than two months before the election, that gave the counties time to correct the issues of potential over registration.
