No, it doesn't do that.

You are totally overestimating the level of knowledge physicians have on what they lose money on. A few of the largest clinics have people who evaluate these things. But the vast majority of physicians order the tests they think are needed, totally unaware of how much they'll be paid for them. Often, physicians are no even aware of what kind of insurance coverage a patient has, let alone what that insurance will pay for a particular procedure. Even when the superbill contains the insurance coverage information, it almost never includes allowables.

It is all I can do to get physicians to annually increase fees, which every physician should do, always.
