That is brilliant. It would not stop illegal immigrants from following work to North Dakota, but it would put a significant tax on the money sent home.

What is the chance it would have an unintended consequence? Another solution to the problem (an illegal would face) would be to bring the family to the money instead of sending the money to the family.

I have talked with many Sudanese who despise the immigration system. They waited and often cannot bring family over while others waltz in seemingly without effort or restriction. To have been run through the ringer only to witness others flaunting the system should be very frustrating.
