Actually, if you look at what Jobs said in context, the point was that the the jobs that have already left aren't coming back. And that makes sense; contracts and facilities are in place, deals have been made, price points have been set, and there is no going back.

It is the laziness of the work force. In the US, we've created an environment where workers don't want to work for $10/hour. See: Walmart. And if they're going to $10/hour work, they're not going to give a shit and the quality of the work product is guaranteed to stink. US workers don't want these jobs.

There is a way to rebuild a US manufacturing base. But how long before unions would screw it up? Or unreasonable legislation? Those things have to be off the table before that can happen.
