That's not much different than gov get a fixed % of GDP, 20% or something like that. Your idea has a feedback loop built into it, I'd have to think about it more, run the thought exercise of 1 employee with 1 program to fund and 1 set of fixed costs, then think through what happens with your feedback loop.

It's late and I'm going to bed, maybe tomorrow. Your use of 'at a small profit' threw me, you apparently mean to run close to a balanced budget and employ an automatic attenuator to achieve that.
