Sure, I'm with you on all of that. A constitutional amendment specifying a fixed % of GDP for gov that could only be overridden with some high barriers. You, me and Ron Paul.

Unfortunately that is not in the best interests of the people running things and won't be considered in this version of a free society. Maybe in the next one some centuries hence, when the next attempt at freedom and prosperity finds a foothold. Until then we appear to be on a slow (or fast, who knows) slide into the fate of the Roman empire.
