The States can administer anything better than what the Federal can do. We see that in Title 1 grants in Education to the States. And my understanding is that these exchanges would be similar. Now if some of the Guvs, and shocking that they are all Republican (:)), say they will not have anything to do with these is as good as saying that you can deal directly with my state constituents and I am refusing to do anything to help the system which helps them. Obamacare is a settled issue. Time to fall in line by all those who represent the people including the Guvs.
