Unless the VAT could be designed to replace the Income Tax in it's entirety, seems to me it is simply adding another layer of complexity

...and not sure to what extent we could or should rely on folks spending decisions to help fund the country

And those who do not want to pay taxes will find a way around it or simply not spend here

I like the idea of a simple, universal, one size fits all tax scheme

Seems you would need to make it so to be bulletproof
