The FED has a lot to do with the way that the VIX is managed. Bill Gross has been saying for months how the FED has done a great job managing volatility this year. Lower VIX is strongly correlated to record consumer sentiment right now. I'm not sure how the FED manages volatility, but I'm sure they have a big influence on how much stress they want priced into the system. Right now, it appears to be on a trend lower.
