It has been said by others that in order to evaluate a culture and determine what is important to them, look at their tallest structures and who they are for... height is related to power.

By this metric, we can't be anywhere near socialist when our tallest monuments are tributes to the banks and insurance business. I suppose when the People's Tower is the tallest building in the country, the socialists won. Right now, the tallest healthcare oriented building is half as tall as the tallest buildings. I suspect a square function is in play (a building twice as tall reflects a four times greater importance) so my guess would be that in that regard healthcare provision is 25% as important as the money that is collected for it.
