Formulating the tax as a simple increase for top earners is conceptually simple and has mass appeal.

On there hand, negotiating countless loop holes to be closed is not only time consuming and inefficient but also leads to resentment in targeted segments. e.g. closing a loop hole on sugar, will alienate one segment while closing it for education will push the buttons of another bunch of people. Do this for enough groups (as you will have to in order to reach the target) and you have pissed off enough people that GoP will easily make hay of it and regain all houses and presidency at next election.

It is not a coincident that GoP's strategy has been to publicize lower taxes across the board - but targeted cuts in services and loop holes...as the man said, in theory, there is no difference between theory and practice, but in practice, there is.
