No. There weren't "four years of decline" after the original tax cuts.

Let's look at this.



It is pretty easy to see from the above that tax revenue declined EXACTLY TWO YEARS -- 2002 and 2003. Now, you can certainly argue that the EGTRRA "caused" it. But what you CANNOT explain is how 2001 managed to stay even, AFTER the rebates and other measures went into effect for returns for tax year 2000, and in the midst of a significant recession.

If you want to argue that 9/11 and the ensuing wars caused the economy to sink for two years, that is a reasonable argument. But there is just no way at all to blame the tax cuts for this two year reduction in revenue. And it certainly isn't reasonable to argue that four year increase to levels far beyond those Bush inherited were a result of anything BUT the tax cuts.
