Possibly radio wave interference. Is it close to any object emitting electro magnetic waves? I actually hear conversations between cab drivers and their base, if they are in the vicinity. Possibly altering position of speaker, to see if this alone, will eliminate it.

Has the power source for the speaker been moved to a different electrical circuit, which may have brought in this wave emission?
