I would say you would possibly have an amplifier circuit that needs screening in addition to a possible ground problem. That is, there is part of the amplifier circuit that needs to be surrounded by a metal screen. I would seek advice from a knowledgeable electrician for a solution. It has to be someone who knows their way around the insides of a radio.
