The redistricting in Florida was not gerrymandering, it was done to accommodate new congressional districts as Florida's population grew. the redistricting was done by a non-partisan commission . The state has been controlled by the GOP for many years and the gerrymandering they did in 2000 was so bad the people revolted and got through a constitutional amendment which required a non partisan redistricting process. West had already wore out his welcome to a certain degree and when several districts in south florida were rejiggered to add more representatives , he was in a new district, suddenly. People got tired of his shrillness and he might have lost had his district stayed the same.
