I expect it will be like the Clinton years when the Reps hardly had any issues to run on by the end of Clinton's second term, but they lucked out with the mediocrity of the Democratic nominee and a favorable SC. That's where Hillary running would make all the difference.

The desire for new blood after a two-term presidency is strong unless there is a compelling candidate to hold the incumbent's place. Like Bush, Sr. in 1988. But before that, Truman was the only successful candidate in that position, and the three different Republican presidents in the 20's.

It's a high hurdle to get over. An economic turnaround would make a big difference.
