The Trust Fund was never intended to hold anything other than the amount intended to pay benefits for a year or so. FDR sold it as a trust-based system to get the votes and public support he needed. But the accumulation of a large SS fund to fully fund each generation's benefits was never the intent. And in the long term, after the BB generation moves through the system, the trust fund will revert to the low size required to support the generational transfer design.

Advance funding SS is actually one of the reasons that Reps point to as they try to cut benefits. The system works much better when current benefits are essentially paid for just from current SS taxes. Then its much harder for conservatives to argue that SS is a bad program that needs to be cut.
