Yes, "perceived".

In exactly the same sense that a flashy bigshot living on borrowed money is perceived to be prospering. Until the debt comes due. You and I both have known such people.

Our country has done precisely the same thing. Borrowed $100 Trillion over the last 70 years which cannot conceivably be repaid, giving the appearance of a prosperity that was, in fact, just spending the prosperity that future generations might have had.
