There's no way gambling is a legitimate or ethical function of government. How about government monopoly control over retail alcohol sales like in Pennsylvania? I'm not sure what the goal is other than just to make money being a high priced liquid drug distributor. People near the border drive to NJ to buy bottles in NJ for much lower prices.
