Yep, big pharma does pay early cash for access to interesting MOA level data. When the data is not so compelling, they are willing to wait till later stage solid clinical data is available. In some cases companies over estimate the value of their asset and never secure a commercial partner ( Savient, Optimer, Hemispherix, etc) forcing them to go to market on their own, usually not a good outcome for long investors.
