Al,
His taxes would become near zero if we did what you suggested in your first paragraph.
You didn't understand what I suggested.

Get rid of the double-taxation on corporate dividends, then raise the tax on personal income from dividends to that of ordinary income.

There will be two benefits from it:

1) People like Romney would then end up paying an effective tax rate of over 30%.

2) Corporations will be encouraged to give out more of their income in the form of dividends, which will encourage long-term investment.

There are only three arguments against it that I've heard of, all which I can easily refute:

1) "It's a new tax break for corporations." No it isn't; the corporate income will get taxed one way or another.

2) "Corporations already get too many tax breaks." That isn't relevant; if you believe that, just get rid of the tax breaks you think they shouldn't get.

3) "Tax revenues from dividends will go down." No it won't; in fact, it will encourage more dividends which in turn will increase tax revenues.
