To be fair, the rules for these items inside a mental asylum should be different than on the outside as well. Courtrooms are specifically for processing possible criminals and have a higher density of them than the rest of the world... there are reasons why jurists would be at higher risk than a citizen on the street minding their own business.

Consider the freedom to possess matches and lighters. These may be reasonably restricted when the presence of such devices could be inflammatory - like in a fireworks or ordnance factory. I don't see any intrinsic irrationality here. They also prohibit public possession of hacksaws in jails for similar reasons.
