There is no ironclad way of preventing things like that. But it would help a lot if people like Jared Laughner, Adam Lanza, Seung-Hui Cho, and the Joker guy in Colorado were in institutions. Their families knew they were troubled. But there's no way to commit someone longterm involuntarily since the 60's. Liberals decided mental hospitals were oppressive. Ken Kesey told the world horrible Nurse Ratched tortured people there. Because of liberals you can't lock up crazy people till after they break a serious law. Even then, they try to set them free asap.
