No but you typically do both at the same time (ie file the 144 and sell right after). The issue for not very liquid stocks is forthe most part related to finding buyers. When you want to sell 100,000 shares, you'd better hope the MMs have a buyer lined up to pick it up or you will move the stock down several points ina heartbeat.
