Ireland is small potatoes, pun intended. I expect the administration o take another run at either a carbon tax or a cap-and-trade program. Either one can be implemented by the EPA without Congressional approval. Lisa Jackson's departure, which probably means that Obama is going to okay the Keystone Pipeline, may delay the process.
