Yup. He didn't. So he realizes there could be all sorts of carnage on the way to his goal. I'm not sure what he's proposing, but I think we start with Job development, job training, and reparenting- because many of the children in the inner city are not only growing up without educations, they are growing up without basic social skills- which you really need in place before you become educated, and before you get a job. It took generations to create the mess in our inner cities, and even if we start moving in the right direction, it will take years to fix those problems.
