This is a fake out rally. McConnell deal is to pass the tax legislation only. That can pass both the Senate and the House. But it decouples the sequester cuts, they would have to be addressed by a separate bill.

Obama will tell the Democrats that they must not accept this decoupling and we won't see a vote on the tax rate bill.

Markets will turn down after this becomes clear.
