Some of my questions about this include: Were rules and regulations even posted? Was there a person designated as foreman? If so, was he minimally competent? Was a truck load of oil including any light ends being pumped into a tank while they were working and if so was there an open flame present such as a lit cigarette or propane heater? Will we ever find out until revealed in court?
