Ah, the English cobuild dictionary. That's a new one. I see that a google search produces this bit of arcania. ;-). Assuming that's a recognized source, it looks to me as if it's based on the English experience. And I don't see anything authoritative about it. The problem with the "extreme" definition of "hard" is that it's a tautology. It needs some content. Historically, the content notion has been provided by the desire to introduce significant social change. But, quite frankly, this is simply tea party, cocktail party chat.
