We don't know what the state department has leaked or not, but the purpose of these types of ploys is to discredit and confuse those that take the bait and leaks that seem counterintuitive purposely don't make sense to add to the confusion.
Yep, agreed.

But it would not be at all advantageous to leak that Hillary was partying in Dom Rep ... not that I can see. That's looking pretty darn damaging to me.
