In my experience it's rare to find more than one or two souls at an embassy who like to unbutton their sleeves and get silly. For a whole mission to do it says a lot about the morale and leadership there.

Sadly, embassies and consulates are intimidating now because some people like to blow them up. Goes with the territory.
