Exactly so. Both Gingrich and Clinton had help from the PC and Internet boom, but they both were fiscal conservatives. They raised taxes (even higher after Bush Senior raised taxes) and rolled back the welfare state. Both contributed to the eventual one time surplus. That represented the peak of US finances. It's been all downhill since then, as the American people have demand and received more heroin (deficit spending, borrowing, money printing) to hide the consequences of our profligacy.
