One of the great economic tragedies of President Obama’s first term – and clearest examples of his political hypocrisy – is his decision to crank up welfare, unemployment and other transfer payments even as he quietly cut public investment in infrastructure.

But the president is not alone. Since the fourth quarter of 2008, spending by local, state and federal governments combined has surged 12.6 percent to $6.3 trillion, to the highest percentage of GDP since the mid-1940s, according to the federal Bureau of Economic Analysis, as reported in August by CNNMoney/Fortune.

At the same time, total government spending on infrastructure fell 3.7 percent a year, and spending on goods and services was flat. The inescapable conclusion: While transfer payments were soaring, investment was in a nose dive.

So those growing potholes and crumbling bridges are not your imagination. Instead of investing in our nation and creating jobs, our governments have focused on paying people not to work.
