Surely you understand that nowhere is perfect at a particular time. But some places are vastly better than others at some times. So 1930s and 1940s Germany was not a virtuous place. But these days it's very good. Though of course it is not perfect. Even in the 1930s, you could have found many virtuous people in Germany who were not complicit in the vicious maelstrom.
