Is that idea agreed with by Drum's article?

I don't know. He was focused on a spike in crime in the 1980s. He believes the spike may have been due to lead in gas. Sounds plausible. However, reducing lead in gas hasn't changed the fact that crime is higher in the poorer, denser parts of American cities.
