When you get down to it, Clinton's "surplus" (actually, a near-surplus) was a product of several things --

- Reagan having won the Cold War which generated a peace dividend;

- The late 90s tax cuts which spurred economic growth;

- Newt Gingrich's "Contract With America";

- A tech boom that resulted in part from the Internet moving from the status of a government operated entity to one in which private enterprise had a legitimate interest.

It is convenient for them to classify everything by "president", but reality, of course, is that it just doesn't work that way.
