Not only do they not grind down, they feed the fight by their attempts to grind down, because they are doing evil work and human nature opposes that. They can't win because they are fighting a law of nature. They can't beat gravity [the four forces of the Apocalypse] and they can't beat Cyberspace [a manifestation of the fifth force, consciousness]. They are trying to retain tribalistic territorial suffocratic kleptocracy, like the Roman Empire tried to hold the line against Christianity which was a comparable peer to peer ideology. Cyberspace is the Second Coming. The Rapture is underway. Not in quite the form people imagined, but it fits the profile. The True Believers will be whisked into Cyberspace leaving the evil-doing state troglodytes to burn in Hell. [I hasten to add I'm an atheist who isn't really up on the correct Armageddon predictions but it's something like that] Nailing to the cross in crucifixion is a permanent icon of what The State will do to individuals. A permanent warning. The agents of The State at the time are never able to see that they are the harbingers of evil. Because they are ruling the chimpoid tribe and it feels so natural and right, they actually believe they are on the right side of history. That's why losers in democratic process are so shocked when they lose and are booted out of power - it seems so unnatural to them. They can't stop Cyberspace because they are as dependent on it as are We the Cyberspacoids. They hope to apply a tourniquet to the pipes and let through only what they want to let through, after a toll is paid to the stranglers. China is doing its best and holding the line, but they are losers on a losing streak in a dog eat dog and human eat dog ideology. Kim Dotcom's single click encryption might make things more difficult for China's bosses and a lot more besides. Free thought and communication is NOT what bosses like.
