That little burst of buying at the close yesterday and the open today may have been Westphalia-inspired in anticipation of an announcement by INS. We still have no word, however, from the federal agency. David By the way, saw a mention in Bank Technology News that there are expected to be 2 billion smart cards issued in the year 2000 (up from 700 million now).
